no compete clause

my brother was recently laid off from a large company due to reduction in force, his severance package included a no compete clause. Two company that had service contract with his old company have contacted him to work for them. Both companies own the equipment he worked on and had service contracts with his company. Both co. contracts are expiring soon. Can he legal accept the jobs offered to him?
