What constitutes fair service delivery

What constitutes reasonable service delivery? At what point is somebody not required to pay if the value was poorly received?

That is purely a fact question. Mail delivery that may be a day or so late is fair. Throwing a life preserver after the victim has obviously drowned isn't.
