Can I get out of a contract with a cable company if service is not being adequately provided for my business? Not working 4 or 5 days every month?

Yes. They have breached the contract.
I'd send them a PAPER LETTER (no emails or phone calls), and I'd send it certified. Keep a copy. Tell them that they aren't providing the service you agreed to, and you're canceling the contract effective immediately. Include a copy of your bill for purposes of reference.
The other attorney is right on point here. Whether the cable company accepts your cancellation is another bigger issue. I would also suggest following up until the matter is resolved. Cable companies are known to keep losing letters, etc. Consult with a good business attorney in your area for specific advice.
