No Contract Signed ... Said He will Sue since I can't do the work for his price

I was contacted by this guy. He wanted some website work done. I agreeded that I will need to see the site files before I can commet to a solid price. After reviewing over the files I came to the conclusion that I can not do it for the price he wants me to. Since I can't he said that he is going to hold me liable for the damages I have caused him and for time lost is going to sue me. I never signed a document agreeing to anything.

Can this really hold up in court with no documents signed.

His letter actually sounds like extorsion.

If you didn't propose to do the work at an agreed-upon price, he can't hold you liable for your refusal to work for what he offered.

He may sue you, but his chances of winning are close to zero, based upon what you've disclosed here.
