Can there be a breech of contract with out a signed contract?

Absolutely. Generally, oral contracts are just as enforceable as written contracts. There are some exceptions of course, such as contracts for the sale of land, etc., but as a general rule, you would have a case for breach of contract as long as there was a "meeting of the minds" on the original arrangement.
