is it legal to make ''custom'' music cd's(various artists and songs on one cd), and sell these cd's

You'll need a license from ASCAP for the use of copyrighted material, and pay the necessary license fees.
If you copy and sell, or even give them away, without that license, you may be subject to statutory penalties in the hundreds of thousands of dollars for copyright infringement.

Not unless you are the copyright owner, you have a contract with the copyright owner, or all copyright protection has expired, thus placing the music in the public domain.
