It is difficult to give you an accurate answer based on the very few facts you have provided.

However, I can make an educated guess that the paralegal's stamp means exactly what it says: That the agreement is in proper form. That would not be any comment as to the substantive content of the agreement, but merely a statement that the document has all the necessary elements contained within, even if the substantive content might not yet be approved or even accurate.

It's kind of like looking at an airplane and saying it looks like it's safe to fly, even though you have not checked under the hood to verify that the engine is truly in proper working order.

Paralegals often do not have authority to comment on the substantive content of an agreement -- that is saved for the attorneys. But they do have authority to make sure that the document is properly drafted, that the names and addresses are correct, and so forth.

Finally, if your agreement is stamped by a paralegal, why not call that paralegal and ask him or her what the stamp means? Better yet, call the attorney that the paralegal works for to ask for clarification.
