drivers responsibility
if a driver is pulled over in a company, vehicle for a nonmoving violation,can the company be made responsible for the vehicle violations that are not the drivers responsibility to maintain

Yes it is their responsibility. Contact the TxDOT Motor Carrier Division or we can assist you with this, if you want to make the company pay.
