foreign company
So if I license as a foreign
company (out of state)
can I still qualify to be a
Historically Underutilized
Business in Texas
(minority)? The website
says the owner must be a
minority resident of Texas
to qualifyl.

Sounds like you could but it is more complicated than this; so I suggest you have an attorney help you with the structure. We're licensed in NV and TX.
