Interpret this line in an ad contract?

How would you interpret this line in

an advertising contract?

''Distributor reserves the right to

reject any ad, for any reason, and to

refund the advertiser's payment.''

I read it as, if the ad is rejected,

payment will be refunded. Does that

sound correct?

That is one interpretation. However, the "and" is conjunctive and it could read ... reserves the *right* to refund ... . So, the real question becomes how much is this worth to you to argue your contention. Let me know.
