Is it legal for one owner to have business documents at their home that the owners of the business do not have access to?

No. All the owners should have access to all business documents upon request, and at a reasonable time and place.

You should look through the TX Business Organizations Code under the Title for your type of business entity. There may be a provision in there about access to company documents, but generally you should have addressed this issue in your company agreements when you started the company. An attorney can go through the facts and clarify what you can and can not expect from an owner. Feel free to contact me. The longer you let this happen, the worse your chances are of changing it.
