IS there a time limit for leining property for services performed and not compensated for? Owner not paying for services rendered such as painting ?

Yes. The time depends upon whether you have contracted directly with the owner, or are a sub.
It also depends on whether the work is residential or commercial. If residential, are you working for the homeowner or a developer/custom builder.
The details on residential construction contracts, and the varying time limits are a bit too complex to set out in a general answer.
