Liabilities of Corporate Secretary
I would like to know what a person's legal liabilities are if the person has no financial interest (no monetary investment and no employment) in a company and is appointed as Secretary for that company.

None, unless you pilfer corporate assets.
Just make sure that any document you sign on behalf of the corporation, you show that you are signing as secretary. If it doesn't show your office, then the presumption is that you are signing in your individual capacity.
