What is the criteria for a community bank becoming an LLC?

To start, you need to read Title 3 of the TX Finance Code and Title 3 of the TX Business Organizations Code for relevant provisions. But you should consult an attorney to make sure do everything correctly. There are many other statutes to become familiar with for banking law.
