Mail Order Shipping Laws
Insuring of product, who should pay to insurance on shipping, shipper or consumer?

It depends on what agreement there is between the parties. Typically, howevever, there is not explicit agreement or representation, and in those cases it is typically the consumer who pays for insurance.
As with all things legal, there are variations, such as who chose (or any agreement regarding) the means of shipping, or whether that was commercially reasonable, etc.
