Misrepresentation
If someone is introduced to a client as a ''potential partner'' and later decides not to join and does not inform the clinet that he did not join, is that person liable for mismanagement of the clinet's account.

Probably not, since the operative word is "potential".
Now, if that person conducted themselves as if they were a partner, and the principal knew of the conduct and failed to do anything about it, then that person may be liable since they had apparent authority to act.
