if you move from an aptment when the lease is up do you still have to pay a reletting fee?

That is a fact specific question. This information will be in your lease agreement. Most leases provide for some kind of reletting fee, but it must be fair and reasonable. If you do not leave prior to the end of the lease term, give the landlord notice (that complies with the lease) that you are not renewing, one is usually not charged a reletting fee. Such fees are generally reserved for tenants who break the lease early or make it difficult for the landlord to find a new tenant.
