Payment debt
An employee was fired for failure to come to work multiple times.
Employee owes the company for a loan.
Can we hold the employees tools until he pays the loan?

Not legally - unless the tools was identified in the loan agreement as security for the loan. You did have a written loan agreement, I hope.
