Required to pay
my inlaws have some repairs in a bathroom. they called a plumber who removed some sheetrock and tile. A hole was discovered he filled the hole with concrete. I was brought in and noticed that the cost of repairs was high. nothing was signed, are they responsible for the work done at the high rate.

If they made an agreement to pay - yes. But, I bet it is still negotiable.
