Staffing with current employer
I signed Non Solicitation of customer and Non solicitation of company employees working on hourly w2. I see an opportunity of staffing people on the same project on which i am. Can I start a company on my wife's name and staff people to my employer without asking them? Is it legally allowed if not on my employement contract?

It depends on the exact wording of the employment contract and the non-compete clause. Either way, you should expect a lawsuit and/or a TRO out of it if you choose to go forward.
