I am starting a business and need to know the law in Texas for employees taking clients from the company for their own clients

Slavery has been abolished in the United States. Nobody "owns" clients. Clients can buy from whomever they choose. God bless America.
Unless you have some kind of written contract agreeing not to take clients or a non-compete contract, you are free to solicit anybody you want to.
