Stock Issuance
Once issued, can the name of the owner be changed,on a Texas corp. stock certificate by anyone other than
the Board of Directors?

To answer we would need to read your shareholders agreement to find out how it regulates transfers of ownership of stock in the corp. A formal record must be maintained by the corp for stock ownership, but when ownership actually transfers can be more complicated.
