Verbal offer of employment rescinded

I was recently made a verbal offer of employment. I was told that they needed me as soon as possible so if I would please give notice that day and my written offer would follow soon after (they had left a message for HR and I was told there would not be a problem as he already had permission to hire me). I was told my rate of pay and my start date. I verbally accepted the offer of employment and turned in my notice. I called over the next few days and could not get a hold of the person who had hired me to get the written offer. When we spoke again fours days after the offer was made, he indicated that HR said he had to interview internally before he could offer the position externally and so he was rescinding the offer.

I have given notice at my current position and they have made an offer to someone else so I cannot have my current job back. As I have quit I am not eligible for unemployment. Is this new company legally bound to hire me as we had a verbal contract and I was asked to give notice?

Unfortunately, no. Texas is an "employment at will" state, and you can be fired for any reason or no reason whatsoever. You would have needed a written contract with a specified term of years of employment in order to make it binding. If all the written offer had was salary and start date, they could fire you the same day you started.
