If im a 17 yr old male living with a girl her mom, brothers, and stepdad and the girl is 13 yrs old wats the law on marriage in texas regarding me and her? If I have parental consent from her mom?

NO. And, if you have any sexual relations with this girl you can be prosecuted for aggravated sexual assault of a child.
