I have never known it to be done for simply "mental anguish" but anyone can sue anybody for anything. Typically, in the case of an intrafamilial suit, there is an actual physical assault, particularly one that is sexual, or larceny, but anything is theoretically possible. You would have to show some special damages, clear causation, and a number of other factors just to get past summary dismissal. In addition, the statute of limitations would need to be met. I also think it would be hard to find a lawyer who would take such a case. I expect most people would advise you to simply move on.
