Can a city cop tell you to leave a plubic park when you have not doun any thaing wrong.

If it is after hours, yes. If there is some problem brewing that involves you, or that the officer does not want others around for, yes. If they have reports that you are selling drugs, etc., probably.

You can refuse and see if s/he arrests you....
