Legal Question in Civil Rights Law in Texas
If U.S. District Courts have No judicial power?
According to Dr. Eduardo Rivera www.edrivera.com, U. S. District Courts have No judicial power. Balzac vs Purto Rico 1921 & Mookini vs U.S. 1938. If a party (resident alien) was injured of his civil & international human rights. Where would injured party file (what court)a civil rights action against violaters? Where would he get a remedy?

Dr Rivera is mistaken. In the US there is no other place to go. Outside the US there has never been any place to go. This is the only country which worries much about civil rights.
