Legal Question in Civil Rights Law in Texas

domestic dispute

I am related to a married couple who live across the street

from me.(about 100 yards distance)The husband was removed from the residence due to domestic violance.The wife and two

kids(ages 6 and 18 months)are still at the house across the

street from me.I am concerened about the well being of the

children,due to the mother having emotional and drug use issues.I would like to know if I am able to watch there house and video tape any thing that I think might be placing the children at risk.(people coming over at all hours of the night and the mother staying out on her porch drinking when her young children are unattended in the house.I have tried to talk to the local police,but I do not fell like they really care.Any information would be appreciated.

If you see anything you feel places the children in danger or something of the sort, speak with Child Protective Services. You can discuss with them as to how to approach the situation.
