Yes, if the recipient agrees to accept such service and the agreement is properly reduced to writing.

No, but you CAN email the documents with a request to waive service, provided counsel s/he has authority to accept service. Counsel can then mail the original, signed by his client and himself, back to you. File it and THEN effect service correctly under the local court rules ANYWAY to cover yourself.
The problem is that you aren't saving yourself ANY time, effort or money trying to cheap it out. Service is too important: get the initial service right the FIRST time, then you can work out alternate forms of service with opposing counsel later. You can also ask the court whether it finds this acceptable for subsequent documents, but there's nothing better than U.S. mail, because you can track it through a third party.
