Is it legal for a court to require you to exclusively use and e-file system for filing court documents in a civl case?

Probably not. This would violate the laws having to do with free access to the courts.

Texas Supreme Court recently made this a requirement for their filings, but I believe it also requires that the electronic filings be done in conjunction with the filings being made in hard copy (orig. docs.) form. Each state court has the discretion to make up its own rules for how it wants to handle its own cases. However, these supplemental rules cannot be in conflict with the overall rules (procedure, evidence, etc.) set forth by the Texas Supreme Court.
