Legal requirements for stopping a vehicle in Texas
Is it legal for a sheriff deputy to park near a beer store, then stop vehicles a block away for no reason other than they were seen entering and leaving that store? Thanks in advance for your advice.

No. He must have a reasonable basis for believing a crime was or is being committed.
