If you owe a car note and the finance company wants to settle for a lesser amount do you still get the title of the vechile with no strings?

Yes, if you make that part of the agreement. Get into the habit of writing letters (after the phone call is finished): "Dear Finance Company, It is my understanding that we have agreed to settle my debt (the car note for teh 1999 Ford F150) for $1,500.00, and that when I pay this, you will give me a clear title and will remove your lien."
WRITE LETTERS. Don't rely on promises made over the phone; you're going to be lied to.
