Can a police officer enter a unlocked house without permission? Even thought they knocked?

No, police do not (ordinarily) have the right to enter a home without a warrant or without being invited. There are exceptions: if there are sounds coming out of the house that sound like somebody being beaten up or killed; if there's a strong odor of marijuana or crack cooking.
