Can an apartment complex be sued for releasing personal information that was disclosed in a private business conversation to the public if this information causes emotional distress?

That would depend on the nature of the information, the expressed and implied limitations on its disclosure, the circumstances surrounding its publication, and the availability of the information from other sources. In addition, the extent and reasonableness of the emotional distress suffered would be pertinent. Without knowing that information, it is impossible fully to supply you the answers you seek.
