Legal Question in Civil Rights Law in Texas
Proof of basis of discrimination
I filed a discriminatory complaint against my public university with the Dept of Education, Office of Civil Rights (OCR) but was told I did not provide a 'basis of discrimination.' I told them I thought the basis was obvious also I told them the basis in demonstrated or proved in the cause/effect/result of their action against me. This action against me was intended to exclude and deny me an opportunity to participate within the graduate college but yet the people at the Dept of Education don't understand this or are they,(OCR), simply refusing to give me equal treatment of enforcement? I am absolutely possible I do not have to prove that was done to me was also done to another minority student before the Dept of Educations decides to assist me.
Thanks for any reply!

Complaints of racial discrimination should be made to the Equal Employment Opportunity Commission. Their number is under the federal government listings in the white pages.
