Legal Question in Civil Rights Law in Texas

Reside in Texas. I truck with trailer (landscape service) is parked in middle of cul de sac. A car backs into it. Who is at fault? Driver of car or truck/trailer parked illegally?

You don't have the right to smash into a parked vehicle, even if it's illegally parked. The person who backed into the parked vehicle is liable (unless there are some other factors we don't know about).
