Legal Question in Civil Rights Law in Texas

Ridiculous Police Abuse
I am being harassed by a Sheriff's Department Detective. He actually arrested (with no discussion) me for turning a radio on in my own back yard. I live rural, on one acre--40 minutes from downtown Austin. I have no neighbors. Even if I did, a below normal radio sound couldn't possibly bother anyone at 4 in the afternoon. The guy made many threats, did some damage, stole property and intentionally delayed his paperwork by three hours so I had to stay in jail overnight.
This guy bragged that internal affairs would not touch him. He is right they never responded either before or after I reported this to them.
Prior to this I would not have believed this to be possible.
If you know of any groups, individuals or attorneys here that might be experts in this area I would appreciate knowing of them. Thanks.
