Legal Question in Civil Rights Law in Texas

I am a single mom, and I have a neighbor that has repeatedly followed my and my daughter around the apartment property. I have called the cops, and nothing was done. I have told my apartment property management, and they have been promising to take care of it for over a month now. And now I'm being told I'm paranoid by the same apartment property manager that said she would resolve this issue. I'm sorry but this man has followed me to the pool, to check my mail, and to take out my trash. I have asked repeatedly to be moved elsewhere, and here I am still. I guess my question is, where can I get help to pursue this? I'm tired of living in fear in my own home.

You can hire a lawyer and file a lawsuit asking for a restraining order against this person.

Or: Do you have any large, ugly relatives who could help you out (just by going places with you)? Do you have any friends from church who are large and ugly?
