Stalking, Invasion of Privacy
My daughter lives on a military base. Her neighbor came into her backyard and cut the cable tether used to hold her dog. Neighbors directly behind her witnessed him in her yard doing something. What recourse does she have? She reported it to base police, but nothing is being done and now she feels threatened by this man.

Hello there,
Since this was on a military base she is going to have to use the military channels and allow them to conduct an investigation.
If she feels further threatened she needs to contact them again and give good reasons why they should give her a protective order.
