In Texas, can an off-duty officer, out of uniform, working as a security guard enter my home without my permission and confiscate my driver's license.

No. The next time someone invades your home without your permission and without a warrant, treat him like a burglar.
In fact, you probably have a civil lawsuit against this person under the civil rights act. You should talk to a good lawyer.
