Are you allowed to use comments from other websites to be put on your website?

The TOS of the websites would govern, but generally NO because that's a form of theft called copyright infringement. Author's of comments have copyright under 17 USC 102 and it's automatic. So, you would most likely be stealing their property, specifically their intellectual property, their copyrights. There are exceptions for free speech items and fair use for comment, new reporting, criticism and the like - see 17 USC 107.
