bought car on ebay never sent won't payback loss 4000

i bought a off ebay but we didn't go though eaby. we negoitated a price of 4000 for the car. i over nighted the money and he was supposed to overnight my title for the car a month went by i called and we talked several times but he never sent the title he told me that the shipping company that he uses nedded the title with the car weeks went by the guy never picked up the car to shipped it too me well i was around the texas area for an unrealed trip and i told him i was going to pick it up. then he told me his wife wreacked the car and he was going to send back the money well i havemt recived any money and i don't ahve a car nor money to buy one i need help please what should i do

Contact the state's attorney for the county in which the scoundrel lives. He has probably commited a crime. If that doesn't work to get your money back, then run a credit check to see if the scoundrel has any money. If he does, then consider contacting an attorney in his county and filing a lawsuit for fraud. Sounds like a fairly clear case of fraud. You should not bother seeking help from eBay since you foolishly went around them to try to cut costs. Now you see why eBay and its buyer protection services are useful and why wiser buyers use them.
