Is there a possibility of legally broadcasting music (.mp3 files) over the internet without paying royalties? If there is no way I can do it legally, could you please direct me to the places where I may find more information on what I will have to pay?

ASCAP or BMI can help you. You do not give enough details to know for sure, but this sounds like it would be copyright infringement if you are not licensed. Small incidental music broadcasting will not be of concern to the labels, but large-scale broadcasting will. If it is just a couple songs a couple of times, I wouldn't worry over it. If it is more, I recommend you check with ASCAP or BMI and get licensed. The cost per song broadcast is pretty minimal and the damages for copyright infringement can be enormous..
