a video game cost 39.95 is on sale for 40% off how much sale price of the game?

You left out the key data point: 40% "off" of what? Off of the original price the seller had offered? Off of the manufacturer's suggested retail price? Off of the price offered by a competitor? Once you know what the 40% is off of, then multiply that by 0.6. This is not a legal question, so far.
