Legal Question in Constitutional Law in Texas
Hello, My 15 year old son has a problem with stealing. He stole money from me once and I called the police on him and filed a report. I believe he hasn't done it since. However, he continues to steal from my ex-husband. He contacted the police and they said there was nothing they could do except for come talk with my son. Why can't my ex press charges and the police come and put him in a juvenile detention center for a few days, hopefully to scare him enough to stop.

Frankly, putting him in juvenile is not helpful. It will only put him around people who are doing things much worse than he is. Why don't you try counseling? There may be some issue that is causing him to act out. (Or, maybe he is on drugs and needs help with that.)
The less government in your life the better, in my opinion (based on 23 years of criminal defense work.)
