Legal Question in Constitutional Law in Texas
I am curious if the individual states have retained the sovereignty to declare an official religion, if they do not already have a state constitutional device preventing such an action?

No. The Fourteenth Amendment essentially made the entire Bill of Rights applicable to the states. That includes the Establishment Clause of the First Amendment.
