is it posible to obtain a drivers lisence in texas if i am under suspension in colorado.

Not if you tell the truth, which I would strongly advise you to do. Your information and record will be checked on a computer data base and you will be in more trouble than you were in in Colorado if you compound the situation by falsely swearing to a Texas state official.
