Can a police department force an officer to issue a citation for a non criminal infraction?

Sure. Issuing such citations is a normal part of a police officer's job. If the officer believes a suspect has committed an infraction (typically a traffic violation) he may normally be free to decide whether to issue a citation. But if his superiors tell him to do so, he must obey their orders.
