If I am pulled over for a traffic stop in Texas and ask for my license, registration and insurance, can I refuse based on my 5th. Amendment right to self incrimination

Most traffic violations aren't crimes. Besides, you're not admitting you did anything wrong by letting officers see your license, etc. Those documents would say the same things regardless of what you've done. Their text isn't even your speech. At most, handing them over admits that you have them and know what they are, which seems unlikely to incriminate you.
