Am I entitled to a copy of the receipts
paid by my builder for our custom home built in 2002?
I have requested them from him in the past and been told explicitly... NO!

It depends on your contract with the builder. If the contract provides that he will be paid based on what he pays for labor or material, you are entitled to see the receipts. If the amount he pays for labor and material is completely irrelevant to his compensation, I do not think you are entitled to see the receipts.
The only exception to that would be if there is a dispute as to whether the material used meets certain specifications. You would need the receipts to prove whether he used the proper material.
